The Telangana government has launched a game-changing initiative—Rajiv Yuva Vikasam—designed to support unemployed youth through self-employment opportunities. With a massive budget of ₹6,000 crore, the scheme aims to empower 5 lakh youths across the state by providing financial assistance to set up their own units in both agricultural and non-agricultural sectors.
What is Rajiv Yuva Vikasam?
Rajiv Yuva Vikas is a welfare scheme that focuses on the upliftment of unemployed youth belonging to SC, ST, BC, MBC and minority communities in Telangana. Under the scheme, eligible candidates are given financial assistance ranging from ₹50,000 to ₹4 lakh. The assistance includes both direct subsidy and loans, depending on the cost of the unit chosen by the applicant.
The scheme was officially launched on March 15, 2025, and applications for the same are open till April 14, 2025. Acceptance documents will be distributed on June 2, 2025.
Financial assistance and subsidy structure
Financial assistance varies based on the unit cost:
- Up to ₹50,000: 100% government subsidy
- ₹50,001–₹1,00,000: 90% subsidy, 10% bank loan
- ₹1,00,001–₹2,00,000: 80% subsidy, 20% bank loan
- ₹2,00,001–₹4,00,000: 70% subsidy, 30% bank loan
100% subsidy is provided for the most vulnerable groups and specific sectors like minor irrigation.
Who is eligible?
To qualify for Rajiv Yuva Vikasam, applicants must:
- Be a permanent resident of Telangana
- Be unemployed
- Belong to SC, ST, BC, MBC or minority communities
- Have a family income of less than ₹1.5 lakh in rural areas or ₹2 lakh in urban areas
- Be aged between 21-60 (agricultural sector) or 21-55 (non-agricultural sector)
Only one member per family is eligible, and individuals who have already taken a subsidized loan in the last five years are not eligible to apply again until the five-year period is over.

- Ration Card or Income Certificate
- Caste Certificate
- Bank Passbook
- Pattadar Passbook (for Agricultural units)
- Driving License (for Transport units)
- Passport size photo

- Disability Certificate (if applicable)
- Weaker Section Certificate (if applicable)

The scheme covers over 300 businesses and employment opportunities. Some of the popular options include:
- Agricultural units such as vermicompost, pump sets and oil agro crops
- Animal Husbandry such as dairy farms, goat rearing and poultry farming
- Small Businesses such as grocery stores, tailor shops, bakeries, mobile repair centres, beauty parlours and more
Applicants can choose any unit that matches their interest and skills. Preference is given to those who already have experience in their chosen field.

Applications can be submitted both offline or online.
Offline Process:
- Get the application form from MPDO or Municipal Corporation offices
- Fill the required 27 fields
- Attach the relevant documents
- Submit to the appropriate local office

- Fill the form, select the sector and scheme

Application Status and Selection
Applicants can check their status by contacting the District BC Welfare Officer or calling the helpline 040-12345678.
After the application window closes, mandal-level committees and bank officials will screen the applications, followed by district-level verification. The units will be approved based on feasibility, demand and suitability of the applicant.
Officials stressed the importance of avoiding middlemen. Official monitoring will continue after approval to ensure proper implementation.
